September 1, 2017, Glendora CA The Portland Cement Association (PCA) recently honored two CalPortland executives as finalists of the 2017 John P. Gleason, Jr., Leadership Awards, honoring individuals who have exhibited leadership in association activities in support of member company objectives and operations. The awards are named for Gleason, who was PCA President from 1986 until his retirement in 2007, and known for consensus building within the association membership and allied organizations.

“Jay embodied the spirit of leadership. He was a strong manager and brought a true passion to the job,” said PCA Chairman and CalPortland Company President and CEO Allen Hamblen. “The awards given in his honor recognize individuals with that same spirit and who are important to our association and our industry.”

Presented at the PCA Fall Congress in Chicago, the awards recognize individuals for their efforts in three categories: business continuity, market development, and young leaders.

Steve Regis, Senior Vice President Corporate Services, and Desirea Haggard, Environmental Manager, were recognized as finalists among dozens of high performing nominees from across the industry. “The winners and finalists are to be commended for their hard work and dedication to ensure America’s cement industry can produce the core ingredient we need for homes, highways and hospitals – the essential building blocks of our society”, said Tom Chizmadia, Gleason Award Selection Committee Chairman.

As a member of the PCA’s Government Affairs Council and Energy and Environment Committee, Steve Regis helped to negotiate the settlement agreement with the Environmental Protection Agency on sweeping new regulations affecting the cement industry. He also represents the industry on other legislative and regulatory issues activities through the Coalition for Sustainable Cement Manufacturing and the Environment and several other California organizations. His leadership within his company has increased employee awareness of these important regulatory and legislative issues.  Regis is a finalist in the Business Continuity category which recognizes contributions that positively affect viable industry operations. These factors include regulatory advocacy, federal advocacy, research, standards, safety and health, and other initiatives related to manufacturing and operations.

Desirea Haggard is an emerging leader in the cement industry’s commitment to improving environmental performance while contributing to sustainable construction solutions. She is a vocal and productive participant in PCA’s Government Affairs Council and its Environment & Energy Committee. Desirea currently serves as co-chair of the Committee’s Regulatory Development subcommittee. In that capacity, she assists in a variety of regulatory affairs initiatives, including providing feedback and insight for the development of industry positions on pending issues and formulating public comments. For her contributions to the cement industry, Haggard is a finalist in the Young Leaders category which recognizes up-and-coming member company employees who will lead the cement industry into the future – individuals that demonstrate high potential for success in leadership roles and exhibit a strong commitment to PCA and the cement industry.
